Hello @donegal I note you have been stuck on this level for a while now. This level is functioning as it should for me and I would like to help you pass this. It's not broken and it doesn't need fixing. This is the starting board:
There are four differently coloured keys, which unlock the magic mixers. The mixers on this level are helpful because they produce wrap candy squares (sorry I can't remember the correct name for these) which once unlocked will speed the collection of coloured candies.
You need to collect 80 of each colour to unlock the dragons, one dragon gets released for each of the four colours, and you will also need 100 of the fifth colour on this board, orange, to pass.
I note that when I play starting boosters these do not appear on the opening board. This is probably because this level would be too easy to pass with starting and win streak boosters enabled. King want us to play boosters and/or gold to pass this legendary level!
I did play all three starting boosters and they dropped for me after the first two moves.
I use the following strategy: Create any striped or wrapped candy if the opportunity arises. Play any combo of wrap+stripe or colour bomb + wrap or stripe if this is on the board. If I can't see a chance to make a special candy I play the move that will hit the most blockers: liquorice or rainbow twist on this level. As you can see I have a wrap/stripe combo already here, so it is a good start. This was my 4th attempt by the way.
I continued to play the above strategy ignoring everything else. You have to be quite methodical.
I think my luck has run out now. There seems to be no easy way to get to this last yellow key, and from my three failed attempts I know that if I don't get all the keys early enough to unlock both mixers I will fail. I take a leap of faith here and hope that if I take out the key with a lollipop hammer the game might reward me with some luck. There are still 21 moves so I think it's not too late to affect the outcome. I use a lollipop hammer to hit the yellow key. This is the result:
From here on my luck comes back and there are new opportunities to create special candies and combos of special candies. Instead of setting off any striped or wrapped candy on its own, if I see the chance to create another I take it. Each move I check if I can match four candies. And if I can I make that match. If I can't I make the match the game recommends.
I am methodical and use the above strategy and move after move the board clears enough of each colour so the dragons get released from the order locks. On the screenshot above I make that match to create a wrapped blue candy as indicated by the arrow, and this must have been the move that finally triggers my win: I get rewarded by the game with this colour bomb/stripe combo:
Two moves later I am almost there:
I didn't manage to take a screenshot of the winning move, but I think it was with 3 or 4 moves to spare.
I hope this was clear enough to show that this level is not broken.
Yes, I did use all three starting boosters plus one lollipop hammer to pass. I don' t have the patience with legendary levels any more because I know that they are designed around using boosters. However, there is a video of someone who passed it without boosters a year ago.
