The Gold Bars do sync across all platforms in all games, but the Boosters do not sync between devices.
Please email Player Support from the game's Settings and Help Center so they can check up what happened in your game.

Hello @imarbar It is only possible to transfer boosters from an iphone to another iphone. If that is the case then you must choose the "copy iphone" option when you set up your new phone, by holding both phones close together so the new phone can make an exact copy of the old. That is the only way we can transfer boosters from one device to another because boosters are stored on the phone itself, not on the server. In any other case, such as Android phones, you will have to make sure you use up your boosters by playing on your old phone. Make sure you do this before you wipe the data and recycle it. Use those boosters to win episode races and fulfil the orders of the gold chocolate box, and so you can make gold bars. The gold bars will then load onto your new phone when you log into your saved game on it.
