Maybe it's good fortune: Money spent on Candy Crush is wasted. The more we spend the more the game expects us to spend and the more money we waste.
On the other hand if you are determined to waste your money: Close the app. Check your internet connection. Make sure date and time on your device are correct (set to automatic) as well. Reopen the app. That might work.
