If you are genuinely stuck at this level @donegal then here is how to approach this one: Follow the same rules that will work for practically any level of Candy Crush. Which are;
Make the first move the game suggests.
Make any match that will create a striped or wrapped candy, or a colour bomb.
Make any combo of these special candies you can see.
If none of the above is possible make the match that will hit the maximum of blockers.
If all of the above is impossible and you cannot see a good move carry out the move the game suggests.
Be methodical and totally ignore the colour boxes at the bottom.
If you methodically follow the above rules then those boxes will unlock and the dragons will drop automatically.
Oh will you stop going on about this one particular level! It's no more rigged than the rest of Candy Crush. It's legendary and like most legendary levels it will leave you a few moves short. This is how close I got on my third attempt just now.
Obviously I can't pass this now with my last move, but like hundreds of other legendary levels a UFO would definitely pass it for me at this point, as would 10 gold bars. This level is no different from other legendary levels. There is nothing to fix, it's meant to play like it does.
