I paid for upgrade gold pass this afternoon but failed to upgrade. What can I do now?

Best thing I'd suggest is to click on the "Report a problem" shown on your screenshot above. Explain you did not receive what you paid for and they should refund the money. That's what "report a problem" is for. Apple will refund purchases you did not receive.
