No! It means no such thing. It means that King have fixed the level so you can't beat it. The levels are all fixed by an algorithm, and if we fail or lose is written into each game board and determined by the candies that drop, which is written into the game by King. It is not a game of skill. These are the tactics needed to play Candy Crush now in 2025: We need to read the computer programme and work out which boosters to play and when to pay 10 gold bars for extra moves, and then win the episode races to win more gold, so we can continue to enjoy playing the game without spending real money.
