Level 7681 is TOO HARD.

I have watched every Candy Crush Tutorial Video on YouTube about this level, either its the first version, or the level has >20 moves. Recently the level went to ONLY 20 moves, with insane amount of requirements AND an insane amount of blockers.

Unfortunately, this level might be classified as one of the many pay-to-win levels in CCS. Legendary levels are supposed to be a tailor made hard levels, andd probably not this.

Patience is key, if there's a event running play old levels that you played before, you will receive boosters and more to beat it never give up there are even worse

I have been playing these levels recently and I can confirm that King have reduced moves for a great many of them to what appears to be an all time low, as you state. This applies to level ranges 7000-9000 I think (I haven't reached further). As much as I am pleased they are not replacing these old human made levels altogether with AI created garbage this is a lazy way to make these levels harder and to block players so that we spend our stash of gold bars.
