You pay to pass the level, it's not really for the moves. It is : Pay 10 gold to pass this level. You pay whenever you feel they offer you enough moves. Usually when you get to +35 it's enough to easily pass any legendary level, so there is no need to wait until you get hundreds of extra moves offered.
