There is no way this level can be completed unless you buy moves, the free three moves have disappeared and I haven't bought any moves, so unless this changes I will be kicking this game to touch

You're absolutely right, this level doesn't produce enough toffee swirls to complete it within the given moves without using any boosters.
However, if you have the lucky candy booster (the one that looks like a checkmark), you can select it before starting the level. It will spawn additional toffee swirls that you can collect and win within 22 moves. If you happen to have the Season Pass (the old version), you can complete it by replaying old levels and obtain this booster for free.
This level is mathematically impossible to complete without boosters. It's been complained about for years, literally years, and nothing has been done, so I wouldn't expect King to fix it.
