But to answer your question, level 19864 being a Nightmare level will require many hard boosters like Party boosters and /or UFO's, or as you say gold bars for extra moves. I'm afraid that's the way the game is now, and unfortunately there isn't any other advice to give. Good luck with your game and hope to hear from you again to find out how you got on 😉
