I can play levels but no other features are showing up like no level races, no track races, no messages, pins are locked, etc. I restarted but nothing.

Hello and a warm welcome! Nice to see you. From what I read, you're playing offline. Which is not always good. Please check your router with the internet connection. Then look for updates with your device and in the game. Under 'Game', you look in the PLAY Store under 'Apps'. If you don't know what to do next, go to the red gear in your game - Account & Help and click on the Help Center. Search for your problem. You can enter your problem in the search bar. Otherwise, go to "Contact Us". Good luck!
