I can't connect to the store through the game and spending my coins or using some gifts and etc.
Is it because of my region? I'm from Iran and I have to use vpn to have access some parts of the game. What should I do?

Please Clean Cache Files Of Your Device, log out from game and reboot the device and try to connect after some time .

Check your internet connection. If it’s not strong enough switch to Wi-fi. If that doesn’t work then close your game and go to your phone’s settings —>General—>Storage—>Candy Crush Saga—>Clear Cache. Wait for a few minutes before opening back up your game.
