@Dealua Hi and welcome, All you can do is make sure your device and game are up to date and log out and restart your device. then log back in. Not everybody gets every feature . There all part of different test groups so you are probably not in the test group for that feature. See post below

Did you Check app update - Log out game - Restart Device - Open game and Log in.
Wheel Spin is in the Test Group so we cannot say for sure that you will always find this feature.
The Fun Event menu returns when the game is regular. Probably no event is currently active for you so the menu is not available.
