I don't seem to have this option and I can't see why. I'm in the UK, and above the minimum level. I have an account on King and an account on FB (that I believe are connected). I've deleted and reinstalled the game. But nothing. I don't know what else to try. Can anyone help please?

Some other players also informing us about same. Unfortunately whatever you have already done cant recommend any thing more. Be patient and hopeful as there is still some time may be you will get it.
You may contact player support directly from your game application and see if it can be helpful.

Understood that you are based in UK and unable to participate in the UK all stars tournament.
Here's the message from @Pounawea addressing the same question posted by another player:
Please note that the All Stars event is only available for players based in the UK. Even though you don't have Facebook, you should still be able to see the event in the game as long as you are based in the UK and you are above level 25 in the game.
If you are based there, make sure to update you game and install the latest version.
Please make sure your app is up to date to be able to enjoy any event that King is offering I hope you'll get to participate in the tournament contest.
Meanwhile, you may try to participate in the contests available in this Community to stand a chance in winning gold bars to your fave game ๐

I've tried updating. How can I be sure that I'm on the correct version? Is there a version number that I can check against? On my iPad I've already deleted and reinstalled. On my laptop, via Facebook Gameroom, there's no option up to update as it appears to download each time it loads. I've even tried on my phone which run Android, so it's not for lack of trying to get this to work. So sadly I remain frustrated at the lack of progress in resolving this issue. It would appear to me as something fundamental with the system.
Hi Nicky, the latest version is 1.185.1.4. You can check it out under the App info, usually in your Phone setting. I'm using Android, so mine is under Setting, Manage Apps, Candy Crush Saga and the version info appears right below the apps name.
Please check again whether this is the updated version. If not, please proceed to update. Usually, reinstalling an App is the last resort i.e. when the app crash or no longer functioning properly. In your case it is just not showing the recent event, so reinstalling it doesn't solve your issue and you also loose all boosters stored in your phone. But if you have recently backed up your app in iTunes, these boosters may be recovered after you perform syncing process.
If you still haven't see the event after update (remember to restart device after update). Then most probably, you've got to wait for the event to appear.
Also try disconnecting your device from the wifi/data, wait for a while and reconnect back to the internet. Enter the game and play 1 level and see whether you can see the event.
I've mentioned our CM earlier and hope he is able to provide you some insight when he's back to work on Monday.

Thank you. It would seem like I'm using version 1.185.01. But no option to update sadly. On my Android phone is is the correct version as you've suggested. So as mentioned earlier on the thread, it's gonna have to wait until a dev can fix whatever it is. Bit disappointing that nobody knows, but I appreciate everyone's attempts to help.
