This has been a common complaint. Sometimes the level is updated because the level might be too easy, so the moves are reduced. There is nothing you can do, you just need to accept.
If you consult up-to-date resources such as candycrush.fandom.com, it shows you there are 27.

Try getting to this level (if it has 27 moves by then) & see how you like to play it.
But no, players do not need to accept it at all; they might even have to raise Hell about it.

This is not your game. King has every right to change it. If you do not like it, then simply don't play.

There are many people who disagree with you. They don't think it's unenjoyable. If you do why are you playing? On Level 1297, for example, moves are reduced from 30 to 16.
