Level 188 only giving me half amount of moves

What is the deal with the wrong number of moves being in so many levels. This is either the fourth or fifth level I have gotten to that given me only 12 movies instead of the correct number. I have to get super lucky to beat these levels and it’s even hard to do with a bunch of boosts. It takes the entire point out of playing the game if you can’t beat the levels because it’s almost impossible

Greedy ppl,.. u decreased to 12 moves from 25!!! That is next to impossible!! U want us to spend money on this stuff. Well take this I'm uninstalling and giving it 1 star!!!0

This level is supposed to have 25 moves. I only have 12. You can't win without buying boosters and if you do buy them you have to buy a lot to win this level.
I feel I am being cheated and you are trying to take money from me. I don't mind buying items but not when I know I am being cheated to buy them.
I even tried walk through videos to help but iI only find ones with 25 moves.
Please fix this glitch. Please help me!
