Hello MiladyR, I have seen people at the end of the map with the Power Pop's, and I am at level 2200 and I have them. Based on that I would say you don't have to be at a certain level to receive the Power Pop feature.

As it is a test feature though the level you are playing does not matter, and you just have to be lucky and hope you become part of the test.
