I have passed 10 to 12 levels multiple times and have not collected any rewards. How many levels do you need to pass to collect rewards?

You should be able to collect instantly. Do me a favor uninstall the game and reinstall it and see if that fixes it

I played tree topper but I am not getting the rewards why is your game not giving my rewards, I guess you people are cheating.

On each tier of the tree, you can open a gift box and collect a prize. As you climb, you can choose to open more boxes to collect even more prizes – though at the risk of losing what you've collected so far. But take care the mischievous Troll is lurking and ready to snatch your winnings. Pick your box wisely and dodge his grasping paws.
You can rack up some super sweet loot if you pick the right boxes. If you don't want to risk losing your prizes to the troll, stop at any stage in the journey to collect and enjoy your winnings.
If you're feeling lucky, pick another box and see if you can add to your list of prizes.
If the Troll turns up to steal your goodies, you'll have the opportunity to secure your winnings by paying the Troll in Gold Bars - so the choice is yours. Choose wisely and you could be on track to a bumper bounty!

I did what another player did. I logged out and then back in and I have finally been able to collect.

In fact, the Tree Topper event is a risky game and there are chances to win prizes in each stage of this game but with the risk of losing the entire prize in each stage that you have already won from this game. HERE you will find details about how the event works.
Although you won several boosters at risk up to stage 15 of Tree Topper, but they weren't Gold bars. You got stuck in the 15th stage and the boosters you won were worth the equivalent of 598 Gold bars and you were given another chance, you could win all the boosters by spending a few less Gold bars.
If you were come back from the 15th stage without risking the "Give up" button, you should get all the boosters for free.
