I'm on Windows 10 on a Laptop. I click "Play On"
It takes me to the Candy Shop, I make my selection, these dots in a circle spin & pin and then it tells me "No Money Was Taken From Your Account". My account doesn't even come up.
I don't think it's ME because I'm able to make purchases in other games.

Make sure updated your Apps Here and If you still aren't able to make any new purchase in the game, please contact Player Support from the game's Settings and Help Center so they can take a closer look at it. Remember to choose "Purchases & Gold Bars" as the subtopic!
It sounds like your payment method is not connected with Candy Crush at all! Which device are ya playing on?
As I indicated in my original post, I'm playing on my laptop...Windows 10 I've been purchasing for YEARS without any problem, and nothing has changed insofar as my "payment method".
