I am on level 425 on candy soda saga and i used to have the little turtle that eats the blue ones, but now I dont. How do i get the turtle back, or is it on only certain levels?

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
