It may seem that there are a lot of bombs to collect in a few moves, but there are plenty of bombs dropping so as long as you make plenty of combos you should be able to get enough.
Look especially for colourbombs, these will collect bombs but will also get the licorice dropping as it will only drop if you don't clear any by matching beside it. Any combos will collect the orders and the more you can make the better chance you will have of completing the orders.
The best solution to complete this level is to create combos between a colour bomb and a striped or wrapped candy.

Thank you so much Tess92. Your comments made sense and I will continue to try but when I watched the YouTube video you posted, it showed the candies matching quite easily. In my game it's difficult to make matches, it refreshes a lot after saying "no matches available". After days and days of trying to make even one match maybe I need to uninstall the game and then reinstall?

Everyone - thank you anyway for all your help but I just tried again 5 more times and I still only have 19 moves and are able to barely make one match. I think my game may be corrupt. I have been on this level for days and can't advance so I will uninstall and try different games on the web. Happy Summertime everyone!
