I upgraded my phone and lost all my levels. I was over 1800+. I downloaded from Google Play.i didnt log in/play through facebook. How do I get my levels back

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
