Hi there. This has happened because all your colour bombs that I can see on your screenshot have blocked those possible first moves that this level demands. I show an old video of this level to see how it should start. There are a few levels like this where boosters are blocking you rather than helping. Watch out for those, and I believe they keep them in the game deliberately, to block players' win streaks. Play without boosters and you probably still can win that episode race. Good luck!
