the green thing although ‘fully loaded’does not move by the way.
@Wurz1 - I have just replayed the level several times and did not have that issue. One of the times I did have a charged frog move under the ice, but I was able to make a move in another part of the board.
Your board should have reshuffled if there were no available moves. Unfortunately, this appears to be a random glitch with your level.

Sorry about that!! The screenshot you have added above shows that the level still has 29 moves left!! And, I could see that the Frog is "active" and looked like it is on the conveyor belt!!
I do not remember when we encounter the "Crystal Glass"(??) blocker in the game!! I thought may be the blocker is new to you and was causing issue!!
Let me call in my co-Mod @bearwithme to check the level and see if there is a glitch! If there is a bug in the level, we will report it immediately, so that the Candy Studio can take a look at it👍️

This looks like a bug. No moves, no reshuffle, apparently because the board has a frog that is charged.
I think I’ve not made myself clear. The frog won’t move just by waiting!! That screenshot was at the end of a move. No other moves were available. In 7000+ levels I’ve never been forced to use a lollipop hammer to be able to continue before.what if I didn’t have one.

The reason you are not able to move the Frog is because it is hidden under the "glass" blocker.
Either you will have to break that glass using a Lollipop hammer OR wait till it comes back on the conveyor where it is clear (by using few moves)!
