There is an error in this stage of the game.
I just replayed the level and had no problems. I play on an iPhone. In the past, every once n awhile I was in a similar position. You need to ensure when you remove the blockers to free the 4 dragons, you need to clear the area where they will drop, so they can fall directly below the opening and not accidentally fall into a space where you can’t free them.
Unfortunately you will have to replay the level, but I am sure you will succeed the next time.
