Why no additional coconut wheels??

I just used 2 consecutive coconut wheel upgrades on level 1604, which is a 31 move level, and I received no additional coconut wheels throughout either of the 2 levels.  I think that this is garbage, and why would I buy anymore of these upgrades when they don't even work, and you always get penalized and get worse candy pieces whenever you upgrade??  I think this is very unfair, I try to save the upgrades for levels that they would come in useful for, and then to not get any additional upgrade pieces is a joke.  What are the odds of playing 2 consecutive 31 move levels and not receive an additional upgrade on either one??  Pretty good if you're playing a King game.

    I don't quite understand your post sorry! I'm not sure how or why you would get more coconut wheels just for playing a level? It doesn't sound like you purchased some and didn't get them?

    Can you explain more about these 'additional upgrades'.

    There are usually follow-up coconut wheels that will fall after 10-20 turns, and I played back to back rounds of 31 turns per round where only the initial coconut wheel was available, and never received any additional wheels. I thought it was unfair that I did not receive any additional wheels in 60 moves of gameplay, and wondered what are the percentages for getting a wheel each turn??
