Few more players are also experiencing this issue with Candy store! But, the issue is not same for all of them. So, let's try some steps - one by one, and see if the issue will be resolved!
Play the game through Mobile Data --> Turn off the Wi-Fi -- close the App -- shutdown your device and turn it back on after few minutes -- turn on Mobile Data -- open the game -- try a level and see if you can use your Gold Bars now.
Please post back and let me know how it goes! If doesn't work, we will try other steps.

the problem is not that you can’t use your gold bars, it’s the extra moves are stuck on 5 moves for 10 gold bars. I’m having the same problem. I am using iPhone and are up to date. This happened to me last week until I used my gold bars and had to purchase 20 moves, an expensive purchase. Then I started to get my moves after that. This is ridiculous. I am about to quit, it’s getting to expensive to play.

I tried the steps mentioned and i am getting the extra moves now.
On another note, it's getting frustrating and exoensive to have to buy extra moves to pass levels. I am a long time player of Candy Crush and even I am considering quitting since it's becoming so expensive to play.
