Yes it is marked as fixed @MannyFae that is the point I was trying to make. 8632 has been an oops level off and on since Jan 2021. If a software issue gets fixed it should stay fixed in my opinion and the fact that a lot of the oops levels keep on being oops levels after they have been 'fixed' makes me think that King are doing it on purpose.
The issue of too many starting boosters causing levels to be unplayable has been going on for as long as I can remember. I think it is time King allowed for this known error when designing their levels.
I can't say it got fixed back then. They just changed the level from being unplayable with boosters at all to unplayable with too many boosters. If they want to really fix it, they should make boosters added only after you make a move, like on some other levels.
I don't know if introducing such levels is deliberate, but not bothering to fix them can be deliberate, yes.
I think it's the colour bomb at fault in your screenshot. If there were no sugar coats on that row then you still would be unable to match those three candies the usual way, for the colour bomb always gest priority and it would be a colour bomb hits all blues scenario. And that, of course, can't be done with a colour bomb that is sugar coated, causing the infuriating oops.

I was under the impression that matching the 3 blue candies is a legitimate move, so I went to do some testing.
I was able to match the three greens separated by a color bomb in the screenshot above, so it is indeed a legitimate move. However, if such a move is the only one available, shuffling occurs (tested on a similar level with smaller starting space, I wasn't quick enough to take a screenshot). So something in the algorithm that detects available moves and triggers shuffling is not right, I think.
All in all, it was a fun little experiment (which consumed a bunch of color bombs 😆). Thanks!
