Oh dear, they've given you a rogue level I am afraid. I have no idea how to get past this one without boosters @Deal_One nor which level is actually should be so I can't try it out. 16 moves looks not enough here.
You will probably see very early on if you stand a chance of a lucky board with this one. Don't waste any starting boosers, if you have them. They are usually of no use in levels with keys. The rainbow twist also means don't use a UFO until that is gone, as UFOs will just break it up and make the level even harder. So my advice has to be to follow the first move as suggested by the game and then see what candies drop. If you find opportunities open up or special candies dropping then you might be in with a chance, so watch out for that and take advantage. Try to get the keys as early as you can and if you are nowhere near a few moves into the level I'd quit and retry until I get a lucky board.

My level 1311 looks like those on YouTube. You must have a different level. Could you take a screenshot?
I am stuck on legendary level 1311 only 16 moves for 124. But on YouTube it is 21 moves for 62. Help
I got bored and frustrated at about level 14,000, dragged myself to 15,000 just because I still had enough gold and boosters to do so, but decided to quit at level 15,000. I'd say from about 12,000 the levels are so bad and repetitive, if you're out of gold you might as well quit.
Lately it is every level I play. The Episode I am playing at the moment seems to be made up of nothing but Legendary and Hard levels. There is no fun in spending a 'day' completing a Legendary level only to get stuck on the very next level. I am only at level 4985, but I find that more and more I am thinking the next level will be my last.
To be honest I don't know if I am fed up of the game play or the constant issues that are making the game frustrating to play. Also things like 5 minute timed boosters as rewards that get wasted by the constant pop-ups of the game really make me not want to play.
