The issue was reported to the game Studio on the 5th and we do not have any updates yet. Here is the official note (in Blue) by our Community In-charge —> Error 8024 (click on the Green letters to open it).
I will ask our Community In-charge when they come back tomorrow.

Saw similar problems in community post since June 5th.. today is June 16th, still not fixed as I'm encountering same issue.
Clearly a glitch. I've used up around 10 lives on this level with every one being flagged with an "Oops" "not enough order targets available" when clearly there are more than enough. I've even tried being conservative by not combining the fish with candies …still bombs out. I'll wait until its fixed.

Thanks a lot for providing the screenshot! We have couple more complaints in the last few days, but we do not know if they have different level than us!
I will report this level to our Community In-charge right away!
I managed to reproduce the bug. I used a fish and wrapped combo, and one of the fishes targeted another fish, turning it into a wrapped candy. I received an error message right after I did this.
Previously, fish that were turned into other special candies by a combo still counted towards the order. It appears that this has been changed, leading to errors on this level and possibly other levels.

So this error message really does come up in the fish and jelly version of this level @PummyRaj, which is level 8024 (not 802 as stated in the header).
@QueenB this needs to be looked into as there have been several complaints of this happening on this level and there are enough fishes on the starting board to fulfil the order of fishes so no player should see this message. I can also see from the screenshot that the oops message comes up when there are clearly possible matches on the board posted by @kenyaruss !

In addition to my post and hope to see a screenshot so we can understand what problem your level presents I would suggest you contact player support directly through the app about this. Use settings, then the ? icon and scroll through the options until you see "contact us" at the bottom. Support need to know that your version of this level is faulty.
Another player has just reported this same problem also. I must assume you are both part of a test group. I would suggest you report this problem directly to player support. Go via settings in the app, then the ? icon, and scroll through the options until you see "contact us" at the bottom. Only player support can fix this for you, since our level 8024 is clearly different from yours.

I do not have my iPad with me to check the level! I checked some YouTube videos, but they are old and has Jelly & Fish as the goals!!
Does your level has either Chocolate or Frosting or Licorice as one of the goals? If you level board contains a Magic Spinner to produce the blockers and you have removed that Magic Spinner very early than you are supposed to, we receive that message "not enough target"!!

So on this kind of levels there isn't usually a message that there are not enough targets. I did play it through just to check if there were enough fishes on the board, but there are. Is your level different? Could you please post a screenshot?
Repeatedly get a message saying I have no targets left and only 1% of players have reached this level. I have lots of moves left but it closes. Very annoying and I cannot move past the level.
Hello @bt1973 We really do need to see what your board looks like since the level I have and that we see on YouTube is not like yours. Please could you post a screenshot. I don't know what to advise as I have a fish and jelly order on my level and there are enough fishes on the board to fulfil the order, so you must have a completely different board.

King give players other boards as a test. Since the question was about the message "not enough targets" this player does not have the board with the fishes. That board will not generate that message! Who knows what board @bt1973 is getting as they probably have either moved on or can't find their own post nor any of our answers, but it must be different from ours.
