Are you logged into the game through Facebook or King account?
(1) Do you see other players' profile pictures (Player Cards) in your game map? If so, that is a best way to make friends;
(2) If you save your game with Facebook account, you can join some of the Candy Crush Saga groups on Facebook and ask for Friends' requests! All players look for "active" players!
