Once you collect the first key, fill the frog again and move it to the bottom right corner of the level board (where I have marked with Yellow circle in above image).
This will help to release the baby Dragon from licorice lock! Since there is a portal available there, as soon as it is out of the "cage", the Dragon will drop off from the board.

There is no key to unlock the 2nd Gummy Dragon. You will have to use the Frog to release the Gummy Dragon from the licorice cage. Give me a minute and I will get back with detailed description.
