In order to unlock the cages and free the dragons, you must pop the bubblegum underneath them. The only way to pop the bubblegum is to use the fish from bobbers at the top left and right. To spawn the fish from them, use the frog. Feed it, and when it glows, move the frog into the space where green or yellow stripes drop to set them off and strike the bobbers.
