This level has been changed a few times and complained about often! Please could you check this thread Iink here, in which we discuss this level.
I don't know how many moves the level now has or how high the colour bomb order is. If you could post a screenshot it might clarify what recent changes have been made to this level.
I have also found this recent video of the level, which unfortunately does not manage to pass it in the moves given.

Hello @proudmomof2ab This is normal for legendary levels, it's absolutely not your fault or any lack of skill. These levels have been designed to hold players up for a long time unless we spend gold bars to move on. If you have already run out of gold there are two choices:
Either start a brand new game from level 1 and make sure you spend no gold at all until you reach level 200. If you use boosters sparingly then I have found that the game will give players enough boosters from events to get to level 200 without spending any gold. (Many of the early levels are easy to pass on our second attempt so don't try to hold on to a win streak at all costs) . I then have enough gold in my account (the initial 50 gold plus winnings from the episode races) to keep me going and pass these legendary levels when they appear in the game after level 205. To get to 375 gold you would need to play one or two episodes per day.
The second option if you do not want to start a fresh game is to wait until the game sends you a lucky board to pass this level. It should happen after about 20-30 attempts. To spot a lucky board make the first move the game suggests to you and following this make any move that will allow you to create a special candy, then watch out for a chance to create a combo of two special candies, such as a colour bomb/wrap combo, or a wrap/stripe combo. Those combos are the key to passing legendary levels. If you can't make a special candy combo, i.e. if the game won't allow you the opportunity to do this, then you are on a "fail" board and these are written into those legendary levels by the game designers. Luck is also written in the game design, so watch out for that lucky board!
