Why is my level ending after a few moves saying nit enough targets and there is targets. Why? It's been doing this all day. I've lost soo many men and couldn't accept any from friends. It's still doing this. Why ???

Hello again @muchellemichelled Nobody here is calling you a newbie of the game. The term "newbie" means you are new to the community and is unrelated to your game. As you can see you have already reached level 1 of the community by posting a few times more.
I've scrolled back and taken a look. I could not pass it, which is not surprising as it is rated legendary, but I did manage to avoid getting that message. I chose to play with no starting boosters.
There is a message to not destroy the mixers too early. This is the starting board:
There are two different orders here: Frosting, which is already on the board, and sugar coats, which you will have to wait for the mixers to produce.
So do not play any strong boosters combo to start with and be very careful to not destroy the mixers. Avoid hitting the mixers in your first few moves. If you hit them they will reset and it takes longer until they spawn the sugar coats. So make only moves that will not hit the mixers at first. I have done this and on the screenshot below you can see I have a double stripe combo set up. The game does drop a lot of these, and when you hit them, like in this shot, you can hit the frosting inside the sugar cane boxes without hitting the mixers. This is important and how this level is designed to be played.
You can also see on the screenshot that three of the mixers have lots of pink stuff inside, this means they will produce sugar coats in the next move. Those come in three layers. Count them so you know if it's safe to destroy the mixers. I only have 11 on the shot above.
Once you have 15 on the board you can start to use the striped candy combos to hit the mixers.
Each time I hit a stripe/stripe combo the game drops another. This is how far I got on my second attempt at this level:
I failed but often the legendary levels require us to pay gold for extra moves.

Usually if a player gets this message they have destroyed a magic mixer which produced some of the elements needed to meet the target. The fact that you state that there are targets sounds odd. Which level is it that this message came up for you? There is no way anyone can help you here unless we know which level you are writing about.
