I've gone back to play the level I complained about above (18635) since I've had the new fishes in my game. I'm glad to say that the new fishes ARE intelligent enough and go for the bubble gum on this level, and I've not seen any toffee drop and ruin the level as I did with the old fish boosters.
I've found the fishes either innocuous or helpful so far. I have not seen them be unhelpful and they do always go for the last jelly in my game, though I never leave it to the last move, never have done.
What I have noticed with levels around level 1800 is that the game has become ridiculously easy. Maybe these levels have always been easy, a lot of them are older ones, but I do remember once reading here that players will always fail if they blindly follow game hints to the end and in the past I found the game would always recommend the wrong moves near the end of the levels. Well I've tried out just following hints and I passed a string of levels, including one that was "legendary", carrying out nothing but those moves the game recommended, right to the final move, and I passed. I did have the super colour bomb and used starting boosters, but that's not the point. If King just tell us which moves the game wants us to make it's just dumb. Some of these moves included the new fish, one was hitting two of them together for example. I wonder if King are doing this in order to make players enjoy the new fish but if this isn't dumbing down the game then what is!
I also think that some of the snowstorm levels are marginally easier with the new fishes.

I think you are right, they've made the boards easy for now. I thought the same thing when I somehow managed to pass an episode in my main game yesterday by using just one hammer plus some starting boosters. I feel a little relieved that fish are not harmful at least. It's too early to make judgements though, because of the decreased difficulty. And the reduction of moves worries me.
I agree the new fish appeared in my game today and they are not smart.😕
I remember Fish are so smart in Candy Crush Jelly Saga. Why do they look so dumb in this game?

To reiterate what I have said about this new feature:
I think the introduction of this new fish feature is part of King's drive to control the outcome of each level. King have already removed other features in the game which add a degree of strategy and control to players, such as milk chocolate and the candy frog, both of which are now gone from the first few thousand levels. The new fish boosters adds to this drive. The algorithm can now be tweaked by computers every week to make levels either easier to pass, harder to pass or….. shall I say it…. impossible to pass. Like chocolate, like Samantha the frog, the old fishes were too useful to players as a strategy tool. King don't like us to use strategy. King want to determine the outcome of each level we play. These new fishes do exactly that: If we are meant to pass they will go for the right candies and finish the level for us. If we are meant to fail they will not show up on our board until it's too late.
I will add a prediction for 2025: The conveyor belt will get the chop next.
(Actually it's already gone from new levels 800-1500)
I dare anyone to play level 655 with the new fish :)
