can I play the game without the app and just use the web browser?

Usually play Candy Crush Saga through a web browser the app or a connection to Facebook or a King account. While Candy Crush Saga was previously playable on King.com, it is no longer supported there. To play on a computer, you'll need to either log into Facebook and play through their website or download the standalone app for Windows 10/11.
