how do you destroy the yellow keys?
Thanks. I guess that's the way the game goes then: The pass/fail decision is made in the last move or two by the AI. I found exactly the same in my own recently played level 10,054. I don't like these new algorithms and am rapidly losing interest, even in playing these old levels. These changes made by the AI remove any sense of agency on the part of us players.
I'm glad to see you managed to pass it eventually. I'm sure it took all your expertise and skill though. Not exactly the kind of help the game used to give us with lucky boards. I have noted that there have been a few "possible to pass on your last move" boards dotted about, but those take a lot of experience and skill to pass. Most players are now left having to pay the gold.
Passed it on 17th or so attempt; was given a board that allowed to make a combo in three moves. Spent the remaining moves trying to hit the frosting and that licorice curl that separates columns, and ended up with this position:

It was always different on different days. On some days, the color bombs would form on their own. Sometimes you had to actually make them, but there were opportunities to do so. It was usually within 10-15 attempts. I also noticed that the labeling of this level varied from regular to Super Hard and was changing constantly. Apparently, the actual difficulty of this level has been changed regularly. Now it's legendary! That doesn't bode well.
Actually, I managed a combo on my first two attempts (on the 2nd I was given a ready to use combo), but failed because the frosting on the left side wasn't sufficiently cleared. This is a new thing. In the past, if you managed a combo, you would succeed, often with the aid of explosive cascades.
@MannyFae I have just made 15 attempts at this level and cannot get enough colour bombs forming to pass. You have in the past answered queries about this level stating that colour bombs form quite easily and the game may create them for us but I do not find this in my game now. You have a lot more experience with this level. Has the algorithm been changed? I have been wondering if the AI is removing lucky boards and "no boosters" solutions altogether from some levels now.

The only way to pass this level is by either double colour bomb combos or by paying for extra moves. There is no mechanism other than double colour bomb combos that will pass this level in the moves given. The original mechanism required more moves.
