I need tips for Level 6681 without boosters, without paying for boosters. I have been stuck for 2 weeks. Not enough toffees released. Thanks in advance.

This is an infamous level. It's faulty and unfortunately cannot be passed without boosters or gold due to the issue you mentioned: there are not enough toffees dropping in 22 moves to fulfill the order. It has been reported many times, but it still remains broken.
Passing it requires the lucky candy booster (the one with a check mark) which will spawn more toffees for you to collect. It can be obtained for free from Season Pass. Scroll down to any easy level that you can win and keep replaying it to climb up the tiers in Season Pass. This way, you can receive all prizes, including a UFO, without having to pass new levels.

I believe the portals play a huge part but there are not enough toffees. Always left with one needed.
