The only way to pass is to make a double color bomb combo, and you should focus on it from the beginning. It's impossible to complete this level in 20 moves using any other method.
Here's a run through.
This is my starting board. The game suggests matching green candies to make a wrap, but wraps are a nuisance on this board as they will explode and ruin everything I'm trying to set up, so I just match greens vertically in the middle column. The middle column is where I will try to create a color bomb because it is both the easiest and most convenient.
After making three moves, I got a position that is very handy for creating a color bomb. I have four blue candies in the same row, two on the right and two on the left. I can now make matches in the middle column until another blue candy drops either between the four blues, or one row above or below.
In my case, I already have a blue candy in the middle column, and matching the green candies vertically lowers it just enough to enable me to create a color bomb in my next move.
Funny thing, the game suggests making a wrap. However, as soon as I match the blues to create a color bomb, another one drops beside the first one. This is what most commonly happens on this level: you have to create one color bomb on your own, and the game forms another one for you. Occasionally, there are lucky boards that will just spawn two color bombs that are easy to combine.
After matching the two color bombs, I spent the remaining moves making horizontal stripes to remove as much frosting on the left as I could. This is needed to ensure the dragon doesn't get stuck when the boxes on the bottom row are finally unlocked.
The keys are brought together and matched by the conveyor belt movement with one move remaining. This unlocks the coconut wheel in the corner as well. Normally, I would use the coconut wheel on my last move to help the dragon escape, but this time it's not necessary. I have removed enough frosting for the dragon to just drop out.
You have to activate a CB+CB combo within the first 12 moves AND while the moving yellow key is in the rightmost column to have a chance to pass.
Usually, the game offers chances to make color bombs or even forms them on the board for you relatively often. Maneuvering to bring them together is trickier because they are prone to exploding. If you have trouble bringing them together, use a switch hand to help you. If the game refuses to give you chances to make a color bomb, try starting with a color bomb booster. Making a double color bomb combo is absolutely necessary to win this level without using extra moves.

I wrote a long post that went for approval and is unlikely to show up until Monday, but in short: the only way to pass this level without using the extra moves is to make a double color bomb combo. If you manage it, the keys will be brought together and matched by the conveyor belt movement with one move remaining. Use that last move to roll the coconut wheel and hit the frosting on the left side and help the dragon out. Good luck!

Anyone else have an issue with the booster wheel not letting you spin? Mine says come back in xxx hours for the next spin, but the next spin never comes. I am so stuck on level 7280 and I need some booster help!!
