Once you combine two color bombs, which is the only possible starting move, you must remove the sour skull. Fish are the only way to do it, as the original mechanism of this level doesn't allow it to be done in just 15 moves we now have.
Removing the skull will open the locks at the bottom, revealing the baby dragon placed in between the red candies. Now all that is left to do is match the reds and then the yellows to push the dragon to the exit.
