On level 17960 my chocolate box gave me a new option telling me to activate lollipops and switches in gameplay, is this new and how do I do it

Yes, the chocolate box has been changed. It is now harder to complete the silver and gold boxes, and for many tasks now you have to play and pass new levels, so it may be impossible to complete the boxes by replaying old levels. Also failed levels no longer count towards the chocolate box.
At the moment King seem to be experimenting with different versions of the box and tasks. You have to pick the task you feel you can achieve and avoid going to the last choice because that then cannot be changed. If you are stuck with having to use boosters that you do not have, then the best course of action would be to let that box expire, but there is no way to hurry that along. It takes a few days. The first two boxes are always easy to get through.
