You can try restarting your phone, make sure your phone isn't stuck trying to log on to wifi network it doesn't have access to (disable wifi temporarily to check that) otherwise contact your wireless data provider to see if they can identify whatever restrictions your phone is experiencing.

what do you mean by data? do you mean using wireless data plan (vs wifi)? Or is there some app permission limiting the data storage needed on the phone?

Have you contacted your wireless data provider? It appears to be a network access problem on your phone due to phone settings or something to do with your wireless data service.
