What does it mean “not enough order targets available “?

It means the things its asking you to collect. so if you need 10 chocolate blocks and you kill the chocolate spawner after you got 8. You can no longer get enough chocolate so not enough order targets available. that is just example you need to see the orders you have as can be blocks waffles etc

yep you do but not till you know you can get enough orders. thats the skill bit to it

Bring a lucky candy with ya to whatever level is like that (if ya got some), comes in handy most of the time...
