It was, in fact, INTENDED. King already rescinded this issue in June when players revolted when King first revoked the ability to restart the game. Your statement is a bald-faced lie.

It's bad enough the Sugar Drop rewards got knocked down to limited-time-use boosters (save for the first tier) now we can't even pick up a slight advantage by attempting to rearrange the boosters we do get? On iPad using iOS 13.1.3: updated Candy Crush in app store today, logged out of Candy Crush, reset device, and still do not have Build-a-Bot. Just an FYI that the Build a Bot is *not* working at every level -- it's not working on ANY level because it's not there at all.
