I'm having a hard time with this level as to whenever the green soda activates the fish don't swim upwards to destroy the ice blocks instead they go down and I've been stuck at this level for hours because I only have 21 moves and the fish seem to be programmed to go the wrong way

Level 4150
Hello - I tried several times to pass this level, however, the screen scrolls up to the top but then back down so I'm unable to capture the rest of the bears. It will flash for less than a minute then scroll back down. Its definitely a bug. How can I resolve this?
