Why can't I progress to Choco Canyon in Soda Crush

I can't send requests to people for help with accessing the episode Choco Canyon in Candy Crush Soda Saga. I've been waiting for months to see if maybe the level will open on its own. I've tried sending requests to specific people to get the ticket help to get to the next location but no one gets the requests. How am I supposed to progress without spending money to buy gold bars to buy the tickets?
