Level 700 of Soda, the bear is stuck below the rope and the water stops at rope

The licorice keeps dropping and the bear won't move above the rope. The water level stops at rope.  There are no more soda bottles to pop.  Help.  Stuck here and spending money now to keep playing to get past this level.

There should be plenty of soda if you managed to pop all the soda bottles along the way.
