I'm using the Windows app (not FB), and this happens all the time. I've got the game installed on both of my PCs, and it does this on both of them.

Since I'm never interested in these offers, it's not a big problem for me personally. But since this always happens (and has always happened in the past on the Windows versions), I thought I would let you know.

Yes, as I just reinstalled it. I have the up-to-date version from the Windows Store.
