Why did our team ranking not go up when we completed the 825 points it should be 21 now. Second ? Why don't I get my chefs hat back after I complete 5 levels

20 is the highest ranking in Teams. As you can see from my screenshot, it stops after 20. So the rewards remain the same when you have collected 800 points again with your team.
Regarding your 2nd questions, please try to force close your apps, turn off your device for at least 10 seconds, restart your device. Check for any device or app updates and clear your cache -not data! Clear cache in Android: go to settings - tap on apps - tap on candy crush soda - tap on storage - tap on clear cache (not data❗️)
Clear cache in iOS: go to settings - tap on Safari - tap on Clear history and website data
